Van is a thirty-year law enforcement veteran retired from the Pennsylvania State Police Bureau of Criminal Investigation Eastern Interdiction unit.  Van was a member of this unit for eighteen years and completed over twenty-two years with the Pennsylvania State police.  Van had been detailed as a task force officer to the Federal Bureau of Investigation and Homeland Security Investigation.  Assigned to  the Philadelphia/Camden HIDTA Hotel Interdiction Task Force in Philadelphia.  Van has conducted investigations in an undercover capacity for the state police and the FBI.  Van served as an instructor for Pennsylvania Top Gun undercover school for the National Guard Northeast Counter-Drug Program and  also participated as an instructor for DEA El Paso Intelligence Center/Jetway school, instructing hotel/motel and freight interdiction since 2011 after certifying at the DEA Instructor Development Course at Quantico, VA. Van was enlisted in the United States Air Force assigned to the 24th security police squadron at Howard Air Force Base in the Republic of Panama assisting Air Force Office of Special Investigations (OSI) in drug investigations of Colombian cartel trafficking in South America. Van is currently assigned as Drug Intelligence Officer for Pennsylvania at Liberty Mid-Atlantic HIDTA in Philadelphia, PA.

Biography

Over thirty years of diverse experience in law enforcement with the past three years focused on intelligence gathering in the state of Pennsylvania as Liberty Mid-Atlantic HIDTA (High Intensity Drug Trafficking Area) drug intelligence officer. Prior eighteen years of experience in investigative procedures within the Pennsylvania State Police Bureau of Criminal Investigation (BCI). Integral part of an interagency (HSI, DEA, & FBI) tasks force designated for the purposes of drug interdiction and undercover operations within high-level criminal organizations. Adept in obtaining probable cause evidence for authorization for intercept of wire, electronic or oral communication for confidential investigations of criminal organizations. Performed crime prevention and ensured public safety by enforcing vehicle and criminal laws. Skilled in class and tactical instruction as well as curriculum development in the areas of drug interdiction and field operations. Demonstrated ability to render independent judgement with limited or no supervision resulting in successful arrests and prosecution of criminal activity. Senior investigator proficient in conducting and directing complex criminal, financial, and drug investigations, as well as logistical, training, inspections, administrative, compliance, and oversight functionalities. Exceptional competencies and expertise in investigative, pharmaceutical schedule I, II, & III controlled substances, hotel, parcel-freight and airport interdiction. Assigned to High Intensity Drug Trafficking Area (HIDTA) task force with the Federal Bureau of Investigations requiring top secret and airport security clearance. Develop and manage relationships with criminal informants and sources of information resulting in the arrest of perpetrators of illegal drug trafficking. Engaged in physical and electronic surveillance of suspects as well as undercover operations. Long term instruc5tion of drug interdiction at Operation Jetway and lead instructor in tactical field operations at Top Gun.
